Release notes for upd v4_5_4

Changes since v4_5_3:
   * Table file precedence works properly -- you get the "best" match
   * bugfix for upd update for products not declared as current updconfig
     would have declared them
   * local database install problem corrected

Changes since v4_5_2:
   * upd is not quite as quiet.
   * Execute() actions don't have to be spelled "Execute", but can now
         also be "EXECUTE" or "execute", etc.
   * upd now prints a notice if your node is not registered on ftp.fnal.gov
   * upp bugfixes too numerous to enumerate.
